Short answer: a brow serum can change how your brows look, but not by growing new ones. Conditioning formulas act on the hairs you already have — reducing breakage, holding water in the fibre, coating the shaft so it catches light — and that reads as denser, better-defined brows over a couple of months. The ingredients that genuinely change how many hairs grow are prostaglandin analogues, and Europe’s own scientific committee has just said they should not be in cosmetics at all. Here is what the evidence actually supports, including where it contradicts what the category usually claims.
What the evidence says, ingredient by ingredient
Biotin: the reputation is not backed by the trials
Biotin appears near the top of many brow serum labels. A 2024 systematic review found only three qualifying studies, and the highest-quality one — double-blind and placebo-controlled — found no difference between biotin and placebo for hair growth. The authors write plainly that there is a large discrepancy between the public’s perception of biotin and the scientific literature. An earlier review found that every reported case of benefit involved someone with an underlying pathology, and concluded there is insufficient evidence for supplementation in healthy people.
Both of those reviews looked at oral biotin. For biotin applied topically to brow or lash hair, we could not find a single independent controlled trial. Biotin’s limited skin penetration is a known formulation problem that researchers write papers about solving. Panthenol: the best-evidenced conditioner on the list
Panthenol has the strongest mechanistic case of anything commonly used here. Imaging and NMR work published in 2026 shows it penetrates into the hair cortex and raises the fibre’s break stress and elastic modulus — that is, the hair is measurably harder to snap. The industry’s expert safety panel classifies it as a hair-conditioning agent. Note what that evidence is about: the condition of the fibre, not the activity of the follicle.
Peptides: real chemistry, thin independent evidence
Peptide complexes such as Procapil (biotinoyl tripeptide-1) and Capixyl (acetyl tetrapeptide-3) are the backbone of most prostaglandin-free serums, including ours. A 2025 review of this whole ingredient class is worth quoting honestly: it found limited sample sizes, no comparison against standard therapies, and conflicts of interest, and it drew on technical files as well as papers. The Procapil pilot data comes from the supplier’s own 2012 technical dossier — a placebo-controlled study whose active arm was 18 men. The Capixyl evidence is likewise a supplier technical file.
The one independent randomised trial touching acetyl tetrapeptide-3 tested it inside a three-ingredient combination, against minoxidil, with no placebo arm, on scalp hair. Neither peptide has a published trial on eyebrows. When a brow serum says “clinically proven peptides”, this is what sits behind the phrase.
Keratin and wheat protein: molecular weight is the whole story
Hydrolyzed keratin does something measurable, and what it does depends on how big the fragments are. Low and mid molecular weight peptides penetrate into the cortex; high molecular weight ones adsorb onto the surface. Mid and high weight fractions increased Young’s modulus and reduced hair breakage at both low and high humidity. That is a real, cited mechanism for “fewer hairs snapping off”.
Hydrolyzed wheat protein is classified as a conditioning agent, and here the honest note is a caution rather than a benefit: the expert panel concluded it is safe only when peptides are restricted to an average molecular weight of 3,500 Da or below. That limit exists because hydrolysed wheat protein in cosmetics sensitised people into wheat allergy — 18 documented cases traced to one facial soap. Our Eyebrow Serum contains hydrolyzed wheat protein, which is why we say plainly that it is not suitable if you avoid wheat proteins, and why we never describe it as gluten-free.
Castor oil: the most repeated brow claim, and the least supported
A systematic review of 22 articles found weaker evidence that castor oil improves hair lustre and no strong evidence supporting its use for hair growth. The sophisticated version of the claim — that ricinoleic acid inhibits prostaglandin D2, which is elevated in balding scalp — traces back to a computational docking study that predicted the interaction and explicitly called for laboratory work that was never done. Castor oil also has a documented harm: an irreversible tangling called acute hair felting, severe enough that the reported case ended with the hair being cut off.
The prostaglandin question, and what changed in 2026
Some brow and lash serums use prostaglandin analogues — the same class as the prescription glaucoma drug whose eyelash side effect became a cosmetic product. These do work: a meta-analysis of six randomised trials found significant improvement in hair length and density. The problem was never efficacy.
The approved drug label lists increased brown pigmentation of the iris that is likely to be permanent, eyelid skin darkening, and orbital fat atrophy and eyelid sulcus deepening that may be irreversible. Objective grading of 86 patients treated in one eye only found periorbital changes in 67.4%, with orbital fat atrophy in 48.8%. In a separate unilateral study, the treated eyes showed measurable sulcus deformity and enophthalmos — and very few patients had noticed anything themselves.
Two regulators moved on this recently. In January 2026 France’s ANSES described a woman whose left iris permanently darkened and who lost fat around both eyes after five months of a serum containing isopropyl cloprostenate, and noted that the packaging of these products usually does not warn consumers. In February 2026 the EU’s Scientific Committee on Consumer Safety concluded that none of the three prostaglandin analogues it assessed can be considered safe for use in cosmetics intended to promote eyelash or eyebrow growth — at concentrations as low as 0.005% — citing their potent pharmacological activity even at low doses.
Reading the label is harder than it sounds
Two things defeat the obvious advice to “just check for -prost”. First, the same molecule appears under different names: ethyl tafluprostamide and dechloro dihydroxy difluoro ethylcloprostenolamide (DDDE) are the same substance, and neither string contains the word prostaglandin. Second, oculoplastic surgeons reviewing this category state that the customer-facing ingredient list often contains no mention of a prostaglandin analogue at all — a national medicines regulator has had to use mass spectrometry to find undeclared ones.
Among brow serums sold into Australia, we checked published ingredient lists: RevitaBrow Advanced lists dechloro dihydroxy difluoro ethylcloprostenolamide, and Nanobrow lists ethyl tafluprostamide. The Ordinary’s Multi-Peptide Lash & Brow Serum and CanGro do not list a prostaglandin analogue. RevitaLash discloses the ingredient class in plain English on the pack; Nanobrow’s Australian page does not. We are describing published ingredient lists as we found them, not making a safety allegation about any brand.
Why it takes weeks, and why sources disagree about how many
Brow hairs are not scalp hairs. Published sources differ sharply on the cycle: one widely cited figure puts eyebrow anagen at 15–30 days with 85–90% of follicles resting at any moment; a standard reference text gives anagen of four to seven months. Either way the practical conclusion is the same — most of your brow is resting right now, and the follicle you influence today is not the hair you are looking at this month.
For calibration, use the drug trials: bimatoprost, a genuinely pharmacologically active molecule, needed six to seven months to show significant investigator-assessed eyebrow improvement in its pilot trial. A conditioning cosmetic cannot beat that clock.
One more useful detail: brows are not uniform. Density, diameter and growth pattern vary by position, and the tail has the lowest baseline density — which is where change tends to be noticed first. If you think it is working at four weeks and it is the tail you are looking at, that is not imagination, but it is also not the whole brow.
So what can a cosmetic honestly do?
Hair is not living tissue. As one dermatology review puts it, medical treatments act on the follicle inside the skin and do not improve the hair the person actually sees, which is why cosmetic treatment of the fibre is a separate job. That job is real and measurable: less breakage, better tensile properties, a film on the cuticle, more lustre, less friction between fibres. Do that consistently for two to three months on brows you have stopped over-plucking and over-waxing, and they look fuller. Nothing in that sentence requires a therapeutic claim.
The line is clean. Cosmetics act on the hair you already have. Therapeutics act on the follicle — changing how many hairs are growing, for how long, and how dark. That is exactly why the EU committee refused the prostaglandin analogues: potent pharmacological activity is the thing a cosmetic is not supposed to have.

How do I tell if a brow serum contains a prostaglandin analogue? Look for isopropyl cloprostenate, bimatoprost, methylamido-dihydro-noralfaprostal, and the two names for the same molecule - ethyl tafluprostamide and dechloro dihydroxy difluoro ethylcloprostenolamide (DDDE). Note that published research has found the class is not always disclosed on customer-facing ingredient lists.
